    En Colombia también hay escasez de fuerza laboral formada en TIC. El gobierno se ha dado cuenta de ello y del las consecuencias del detrimento del petróleo en el PIB. Como plan de acción y yendo en contra de la recomendación del autor, el estado ha invertido en otros sectores productivos e incluso da becas para educación superior con el ICETEX. Invertir en el capital humano es provechoso , pero requiere músculo financiero y una estrategia aterrizada.
